The Cold War System
After the end of World War II, the allies decided to help Germany. US, UK, France wanted to make Germany a capitalist state, but the Soviet wanted to make Germany communist state. The claims of the two sides are in direct opposition to each other. After conflicts, the western part of Germany was occupied and controlled for a few years by U.S., British, and French forces. As soon as it was ready, West Germany was set up as an independent, democratic nation with its own government. The eastern part of Germany was occupied by the Soviet Union at the end of the war. It remained under their control when Germany was officially divided. The Soviet Union never allowed East Germany to form an independent or democratic government.
Soviet leader Joseph Stalin was energetic at spreading Communism to the world including Eastern Europe. He established new communism administrations in various countries, and increase the interference in Eastern Europe. Whereas, US published "the Truman doctrine", which means US must help the countries fighting communism. Also, US announced "Marshall Plan". The Marshall plan was part of the U.S. policy of containment - the effort to keep communism from spreading.
People dreamed "One World" after World War II, but the world was dominated by two superpowers: the USA and the USSR.
The USA and the USSR didn't fight war,but they were clearly divided into two in economy, diplomacy and so on. It looked like Cold War, so this period after WWII is called "the Cold War"

Paris Peace Treaties
The Paris Peace Treaties were signed on 10 February 1947, as the outcome of the Paris Peace Conference, held from 29 July to 15 October 1946.
main contents : Italy abandoned all colonies, and ceded territory to France, Greece, Albania and others. Armaments of some countries including Italy was restricted, and huge amounts of reparations were levied against the defeated countries in the Second World War.
Treaty of San Francisco
Treaty of San Francisco, mostly between Japan and the Allied Powers, was officially signed by 48 nations on September 8, 1951. It came into force on April 28, 1952.
main contents : This treaty contains general pending issue about Japan's postwar readjustment, territorial dispute with Japan etc. This treaty has many unsettled elements because communists are absent and compensation, trade problems are entrusted to bilateral negotiations.
